An equality plan is an action plan setting out the strategy for making equal opportunities between women and men real and effective. It starts from an assessment of the current situation and establishes measures to address the shortcomings found or improve existing conditions.
Their purpose is to embed the principle of equality across the workforce and in policy, guaranteeing equal opportunities, non-discrimination on grounds of gender and the removal of the barriers women still face. They are, in other words, the tool for achieving social change, supporting the professional and personal development of women and men alike, and eliminating every form of discrimination and violence against women, through gender mainstreaming .
Spanish Organic Act 3/2007 and Royal Decree 901/2020 form the legal framework governing how equality plans are implemented.
The methodology we use at Siglo22 for planning an equality plan works as follows:
- First we carry out an assessment of the current situation. From it we can draw a road map for designing the equality plan and its measures.
- Design of the equality plan, based on the needs identified in the assessment and the specific goals to be met. The design covers the overall aim, areas of action, specific objectives, timetable, measures, financial and human impact, and evaluation.
- Measures . Once the assessment and the design are in place, concrete measures can be set, and these vary from organisation to organisation.
- Evaluation. Every equality plan needs its impact and its process evaluated, so we can tell whether the objectives are being met and how.
